Question What is paint made from these days?

Here is one for the Brains Trust,(I don't have any friends, so I cannot phone a friend)
While getting a quote to repair the damage on the CX 9, I asked the "approved paint shop" would he be interested, in removing the side skirts & rear bumper off the blue GT?
"Nah mate" came the reply, the entire car has to go into the "oven"
    Why is that I asked?
"Because all the paint you buy now, is water based, & has to go into the oven to dry"
Rather strange, because I had stone chip damage repaired before the last GT Nationals, & they did not use water based paint?
Is this guy having a "lend" of me

You can paint parts off the car..! Can't guarantee you'll get a perfect match though.

No one paints bumpers on cars today.. usually plastics are done separately? I cant see the issue.

I would rather my bumper removed and disassembled rather then painted on the vehicle.

Some insurers these days require you to use water based paint as a condition of you being one of their approved repairers. Was all starting to happen in my area late last year

We first started trialing water based refinishing products back in 1986 at Dulux... They've come a long way.
