    Some regions that are flood-prone or for houses lower than the level of the road may have special requirements for stormwater and paved surfaces

    For example where I live in the hills with lots of clay and rock, water absorption by the 'soil' isn't very good so homeowners are allowed to discharge their storm water into the street, whereas other places you have to have soakwells on your land

    yes I get this guys..but my thought was that looking at the shot those house's were built before the anal regs of today ?

    probably cost savings back in the day - save da money by using less sq m of concrete

    You'll find that some of these rules have been around for quite a long time. They just get updated along the way with more anal-retentive goodness

    No I doubt it would have been which is why the middle section up the road has been replaced with concrete, but the drive in front of the Territory is brand new and subject to close scrutiny. The rate at which water leaves your block is regulated and includes measured catchment and flow rates.
