Like 4Vman said, you've got an issue there with the car's numbers - I'm tipping the licensing authority in Netherlands would be asking some hard questions about the car's provenance due to the lack of a VIN, not to mention the fact that the compliance plate has clearly been tampered with. Personally, I'd leave this one alone. There's too many question marks.
I thought the vin-code is on the dataplate: JH23KM 42713 Right ?

The seller send me this sheet as a owners certificate, but it look more like a yearly registration
